Rise 360 uses block-based authoring to build courses that adapt automatically to every device, with real-time collaborative authoring on the Teams plan. As an authoring environment it's very good.
Two things send people looking. First, it authors but doesn't deliver — you still need somewhere to host, assign, and track. Second, hand-building courses takes time you may not have.
